Had his higher education and professional training at Allahabad, New Delhi, Washington D.C., Dallas, London and Geneva. Trained as an advocate at Allahabad High Court, he began his professional career as a journalist (Editor) and as Asstt. Professor at the University in 1951-52. Closely associated with Lok Sabha as an officer for 37 yrs., he took voluntary retirement in 1990 from the post of Secretary General. An experienced administrator and well-known scholar in Constitutional Law and Political Science, as an international civil servant he headed CIDP and was Political Secretary at IPU, Geneva.
He was a Member and Chairman of the Drafting Committee of the National Commission on the Constitution (2000-2002), has been chairman of several high-level committees, on the Governing Boards of Auroville Foundation, ICSSR, International IDEA (Stockholm), on the Advisory Boards of several national and international organisations – journals, institutes, universities etc. and on
Committees like those for selection of the most outstanding parliamentarians and university Vice-chancellors.
Recipient of many honours and awards in India and abroad including Padma Bhushan and Commander of the Honorary Academy of San Francisco (HOASF) and coveted prizes for best works in Law and Political Science. Author of over 60 prestigious original works, some published by NBT, and editor of over 50 volumes, he has contributed over 1000 research papers and articles to works, journals and newspapers in India and abroad. He is widely cited and consulted.
Currently, he is President/Chairman of several organisation including Indian National Bar Association (INBA), Citizenship Development Society and Asian Confluence, Founder Editor of South Asia Politics(M), Advocate Supreme Court and Hon.Research Professor (Centre for Policy Research).
